Press Release: University of Health Sciences - VNUHCM Organises Ceremony for the Announcement and Conferment of President and Vice-President Appointment Decisions

On the afternoon of 17th July 2025, at the Tran Chi Dao Hall, the University of Health Sciences, VNU-HCM, organised a ceremony for the announcement and conferment of appointment decisions for the President and Vice Presidents of the University.

During the ceremony, Ms. Tran Thi To Uyen (M.A), Deputy Head of the Organisation and Personnel Department of VNU-HCM, announced significant personnel decisions concerning the University of Health Sciences. Accordingly, Prof. PhD. Phan Bach Thang, PhD, Director of the Centre for Research on Nano-structured and Molecular Materials, has been transferred and appointed to serve as President. Concurrently, VNU-HCM has also appointed Assoc. Prof. PhD. DDS. Pham Anh Vu Thuy, Head of the Faculty of Odonto Stomatology, to serve as Vice President, and MBA. Nguyen Hoang Dung, Interim Vice-President, to serve as Vice President.

Values to be Preserved and Promoted

In his directive speech and task assignment at the ceremony, Assoc. Prof. PhD. Vu Hai Quan, Chancellor of VNU-HCM, congratulated the personnel appointed to key positions at the University of Health Sciences (VNU-HCM). Drawing from his one-year experience as Interim President of the University of Health Sciences (VNU-HCM), Assoc. Prof. PhD. Vu Hai Quan identified three values at the University of Health Sciences that require preservation and development.

  • Firstly, this is a distinctive institution that brings together numerous leading professors in the field of health sciences to participate in teaching. It represents the clearest manifestation of professional dedication, teaching and learning with genuine commitment, and mutual respect between teachers and students.
  • Secondly, the university possesses a young, enthusiastic human resource base – a strength that the institution must maintain.
  • Thirdly, the continued development of training programmes, educational quality assurance, improvement of physical infrastructure, and creation of the optimal learning environment for students.
Assoc. Prof. PhD. Vũ Hải Quân shares three values at the University of Health Sciences (VNU-HCM) that require preservation and development.

From this foundation, Assoc. Prof. PhD. Vu Hai Quan expressed his expectation that, with their professional expertise, the appointed leaders would endeavour with high responsibility to help the University of Health Sciences achieve new developmental milestones, transforming the institution into a leading postgraduate training centre in Vietnam.

Four Pillars for Institutional Development in the New Phase

In his acceptance speech, Prof. PhD. Phan Bach Thang, on behalf of the newly appointed leadership, expressed profound gratitude to previous generations who had diligently built and nurtured the University of Health Sciences into the promising institution it is today. With the new mandate, Prof. PhD. Phan Bach Thang, together with the Board of Management, committed to building and developing the institution upon four pillars: Building a united collective, professionalism, leveraging and exploiting systemic strength, and most importantly, close collaboration between University-Institute-Enterprise-Local authorities. Priority will be given to developing human resources and physical infrastructure.

Established in June 2024, the University of Health Sciences is the eighth member university of VNU-HCM. Within just one year of operation, the University has rapidly established its organisational structure, including the Party Committee, University Council, and Board of Management comprising seven members:

Party Committee, University Council, and Board of Management of the University of Health Sciences (VNU-HCM)

Alongside organisational development, the University has assigned responsibilities to 84 heads and deputy heads of departments, including participation by 34 managers and former leaders of major healthcare units such as Ho Chi Minh City Department of Health, research institutes, and leading hospitals. The current academic system comprises five faculties, namely Faculty of Medicine, Pharmacy, Odonto Stomatology, Traditional Medicine, and Nursing.

International Collaboration and Faculty Development

The University of Health Sciences (VNU-HCM) has actively implemented talent attraction programmes such as VNU350 and the VNU-HCM Visiting Professor Programme. Consequently, the University has successfully invited seven international scholars from prestigious universities worldwide to participate in teaching and research, notably: Prof. Barbara Rose Gottlieb from Harvard Medical School (USA); Prof. Emilie Allard Vannier from the University of Tours (France); Prof. Sarosh R. Irani from the University of Oxford (UK); Prof. Ngo Chi Hien from the School of Dentistry, University of Western Australia. Together with domestic experts, this constitutes an important force contributing to advancing training and research activities to regional and international standards.

Infrastructure Development

The construction of physical infrastructure has remained a university priority. In March 2025, VNU-HCM commenced construction of three building blocks YB1, YB2, YB3, and landscape infrastructure for the University of Health Sciences. The project encompasses lecture halls, practical rooms, laboratories, technical support areas, and auxiliary facilities, fully meeting teaching and learning requirements in a modern environment. As of the current date, the project has completed the foundation phase and entered the superstructure construction phase. The buildings are expected to reach completion on 16th September 2025, with handover and operational commencement on 31st December 2025.

With a high-quality academic staff and systematic development strategy, the University of Health Sciences (VNU-HCM) is progressively establishing its position as a prestigious health sciences training and research centre, contributing to enhanced community healthcare quality.

Biographical Information

Prof. PhD. Phan Bach Thang – President, University of Health Sciences (VNU-HCM)
Prof. PhD. Phan Bach Thang was born in 1979 in Thai Binh (now Hung Yen Province). He received his PhD in Advanced Materials Science and Technology from Sungkyunkwan University, South Korea, in 2009, and was appointed to the professorial rank in Physics in 2022.
He has extensive management experience from departmental level, faculty level, to unit leadership from 2009 to present. In his academic capacity, Prof. PhD. Phan Bach Thang possesses considerable experience in training, leading and participating in research projects, with numerous scientific publications and inventions related to health sciences. To date, he has published over 200 papers in SCIE journals (10 international publications in journals listed in the Nature index); co-authored two international patents (United States, South Korea); served as chief editor of one monograph; successfully supervised five PhD candidates; H-Index = 29.
Prof. PhD. Phan Bach Thang has been designated for the position of Vice Chancellor of VNU-HCM for the periods 2021-2026 and 2026-2031 according to Decision No. 2476-QD/BTCTW dated 22nd December 2023 of the Central Organisation Committee, and designated as a member of the VNU-HCM Party Committee Executive Board for the terms 2020-2025 and 2025-2030 according to Decision No. 225-QD/DU dated 4th August 2023 and Decision No. 150/QD-DU dated 30th December 2022 of the VNU-HCM Party Committee.

MBA Nguyen Hoang Dung was born in 1979 in Dong Thap Province. He graduated in Corporate Finance from the University of Economics Ho Chi Minh City in 2001 and received his Master’s degree in Accounting-Auditing from the University of Economics Ho Chi Minh City in 2010.
Prior to his appointment as Vice-President, MBA .Nguyen Hoang Dung held various management positions at VNU-HCM and the University of Health Sciences, including Head of Planning and Finance Department, VNU-HCM Office; Deputy Chief of VNU-HCM Office; Deputy Head of the School of Medicine, VNU-HCM (predecessor of the University of Health Sciences); Interim Vice-President, University of Health Sciences.
During his career, MBA. Nguyen Hoang Dung has led and participated in numerous institutional and VNU-level research projects. Assoc. Prof. PhD. DDS. Pham Anh Vu Thuy – Vice President, University of Health Sciences (VNU-HCM)
Assoc. Prof. PhD. DDS. Pham Anh Vu Thuy was born in 1974 in Binh Thuan Province (now Lam Dong Province). He graduated as a Doctor of Dentistry from the University of Medicine and Pharmacy Ho Chi Minh City in 2000, successfully defended his PhD thesis in Dentistry at Tokyo Medical and Dental University, Japan, in 2011, and was recognised with the Associate Professor title in 2018.
Beyond regular training programmes, Assoc. Prof. PhD. DDS. Pham Anh Vu Thuy completed an Inter-University Diploma (Diplôme Inter-Universitaire – DIU) in implant surgery, periodontics, and prosthodontics awarded by the University of Bordeaux (France) in 2013. He also participated in specialised training courses at Chulalongkorn University (Thailand) and Yonsei University (South Korea) in oral pathology, periodontics, and dental implant surgery. Additionally, he currently serves as a member of the Executive Committee of the Vietnam Dental Association.
Prior to his appointment as Vice-President, Assoc. Prof. PhD. DDS. Pham Anh Vu Thuy held various management positions at the University of Health Sciences, including Head of Postgraduate Training Department, Head of Training Department, and Head of the Faculty of Odonto Stomatology.
Throughout his career, Assoc. Prof. PhD. MD. Pham Anh Vu Thuy has led and participated in numerous research projects at various levels and authored over 100 scientific works, more than half of which have been published in international peer-reviewed journals. He has received numerous commendations and titles from the Ministry of Health, Ministry of Education and Training, and VNU-HCM, notably “Exemplary Educator at Ministerial Level” in 2022 and “Effective Innovation with Ministerial-Level Impact” in 2023.
