Directors from leading Ho Chi Minh City hospitals’ appointments of University of Health Sciences Vice President and Heads/Deputy Heads of Departments

On April 5th 2025, University of Health Sciences – Vietnam National University Ho Chi Minh City (UHS–VNUHCM) held a ceremony to announce and confer the University’s personnel decisions.
The ceremony was attended by Assoc. Prof. PhD. Vu Hai Quan, VNUHCM Chancellor; Assoc. Prof. PhD. Tran Cao Vinh, VNUHCM Vice Chancellor; Prof. PhD. Nguyen Thi Thanh Mai, VNUHCM Vice Chancellor; Prof. PhD. Le Ngoc Thanh, Chairman of the Council for Professors of Medicine, President of University of Medicine and Pharmacy, VNU; and leaders of functional departments, member units, and affiliated units.
During the ceremony, PhD. Le Thi Anh Tram, Head of the Organisation and Personnel Department, announced the Decision of VNUHCM Chancellor to appoint Assoc. Prof. PhD. MD. Vo Thanh Toan, Deputy Director of Thong Nhat Hospital, concurrently to the position of Vice President of the University of Health Sciences – Vietnam National University Ho Chi Minh City.
MA. Bui Hong Nghia, Head of the Office of Human Resources Management & Administration, announced the Decision of the University of Health Sciences President regarding the assignment of duties of Head/Deputy Head of Departments.
Accordingly, University of Health Sciences President assigned the following responsibilities to four individuals:
- PhD. Pharm. Nguyen Quoc Binh, Deputy Director of Cho Ray Hospital, holds the position of Head of the Department of Pharmacology – Clinical Pharmacy, Faculty of Pharmacy.
- PhD. MD. Nguyen Hoang Hai, Director of Gia Dinh People’s Hospital, holds the position of Deputy Head of the Department of Internal Medicine, Faculty of Medicine.
- PhD. MD. Le Tran Quang Minh, Director of the ENT Hospital, holds the position of Deputy Head of the Department of Otorhinolaryngology, Faculty of Medicine.
- PhD. MD. Mai Phan Tuong Anh, Deputy Director of Gia Dinh People’s Hospital, holds the position of Deputy Head of the Department of Surgery, Faculty of Medicine.
In his address and assignment of tasks, Assoc. Prof. PhD. Vu Hai Quan VNUHCM Chancellor, congratulated the appointees.
Assoc. Prof. PhD. Vu Hai Quan articulated 5 key challenges facing the University of Health Sciences – Vietnam National University Ho Chi Minh City, namely: limited human resources; the slow integration of novel scientific and technological advancements into the training curriculum; the absence of a practice hospital; the imperative to cultivate graduates proficient in both medical ethics and clinical skills; and a gap in medical and pharmaceutical training across universities.
A central tenet of the University of Health Sciences – VNUHCM’ development strategy involves prioritising postgraduate training as a key solution to these challenges. This strategic direction necessitates close collaboration between the University and hospitals in both training and research. Through the introduction of Prof. PhD. MD. Dang Van Phuoc, University of Health Sciences – VNUHCM has successfully recruited leading practitioners and experts to lead the departments.
Assoc. Prof. PhD. Vu Hai Quan expressed his hope that in his capacity as University of Health Sciences – Vietnam National University Ho Chi Minh City Vice President, Assoc. Prof. PhD. Vo Thanh Toan will serve as a crucial link between the University and external hospitals and organisations. He is also expected to play an important role in VNU-HCM’s initiative to establish the VNU-HCM Hospital, which will function both as a clinical training site for students and a healthcare facility for the community.
Addressing the newly appointed Heads and Deputy Heads of Departments, Assoc. Prof. PhD. Vu Hai Quan urged them to demonstrate a strong sense of responsibility in their roles, thereby facilitating the University of Health Sciences – VNUHCM’ continued advancement.
In his acceptance speech, Assoc. Prof. PhD. Vo Thanh Toan pledged to build upon the achievements of his predecessors in strengthening the ties between hospitals – university, with the aim of producing highly skilled future physicians.
Speaking on behalf of the newly appointed Heads and Deputy Heads of Department, PhD. Nguyen Quoc Binh committed to collaborating with the University of Health Sciences – VNUHCM’ Board of Presidents and the Faculty of Pharmacy to advance the field of clinical pharmacology. This effort will contribute to the shared goal of enhancing collaboration between the institute and the University in training and improving public health outcomes.
